Police were alerted after a shoe box with a skull painted on it was reported on a street corner in the early morning.
The rue Joseph-Piller, which houses the cantonal finance department, as well as the rue de l'Hôpital and the rue de Rome were closed for three hours, Fribourg cantonal police said in a statement.
Precautionary measures were carried out by experts, including the use of a water cannon. It was later established that the package was empty.
